T-Mobile and Locked Bootloaders topic

Is it True that Samsung Galaxy phones for T-Mobile do not have Locked Bootloaders??? So if true, I can use a T-Mobile Unlocked Galaxy on AT&T network? But would not get updates for it while AT&T sim card is in it and using AT&T? CORRECT???
