[Q] boot up 1st or flash mod then boot up? topic

hi guys
just wonder..if i flash a new rom using flashtool or just flash through recovery,
should i boot up first then flash any mod or i just can flash the mod right after flashing rom and then make the 1st boot up?:confused:
or i can do in both ways?
