[Q] WiFi PSK encoded topic

I have a rooted Note 3 N900 phone. I was able to access the wpa_supplicant.conf to check all stored wifi and their passwords. But the passwords are encrypted can't see the right word anyone can advise me how to decode and retrieve the right password.

Also is there a way to tether wifi and keep it on?
