I have multiple apps content extracted from a WindowsApps folder and want to make an installable appx packages. Problem is, my hardware incompatible with Windows 8 x64 system - I have 2GB of RAM and AMD Athlon 64x2 dual-core 2.6 GHz processor which causes an error when I`m trying to install that OS.
There was a workaround for Windows Phone 8 xap packages called Windows Phone SDK 8 "Lite", it runs on both Windows 7 and Windows 8 x86 versions. Is there something similar to work with Windows Phone 8.1?
I don`t need to use Visual Studio or run Emulator Images. There is just two utilites I need to use:

- Command-line tool makeappx.exe for repackaging existing content
- Command-line tool AppDeployCmd.exe to sideload this appx package
